We figured out that my VPN settings are fine but for some reason when PM hands out the profile, it won't work. Update: I've been working with an Apple engineer on the VPN issue. We use Aerohives APs and I know it has the capabilities of creating a VPN. All of my DNS settings are correct and working (I've done both lookups). More info: I've got about 60 users and about 200 devices managed. I will take it into consideration next time.

Personally I'd suggest trying Meraki MDM for managing devices & distributing Profiles, and using Profile Manager just for creation & editing of the Profiles themselves. We don’t know how many devices you are trying to manage, but often, blowing away PM and rebuilding can result in a more stable system. Even if you aren’t using it for users/groups, it is required for Profile Manager. Can you double check DNS configuration on the network and confirm both forward and reverse lookups are working?
